INCIDENT between Portugal and China referred to in your telegram No. 125 of the 24th June.
Portuguese Chargé d'Affaires at Peking has been instructed to insist on immediate appointment of the proposed Mixed Commission for delimitation, and the names and status of the Portuguese Delegates have been given him by his Government. He is also instructed to insist that, pending the completion of delimitation, the Chinese troops must be recalled. Baron Sendal is to act in accord with you in his negotiations.
In both the demands quoted above His Majesty's Government are now asked for their support by Portuguese Government.
As regards the first point, provided our intervention is likely to help matters, I should like to meet Portuguese wishes as far as possible. As regards second demand, about which I am very doubtful, I should be glad to have your opinion whether in any case it can receive support of His Majesty's Government. I should also like to have your views on the first point.
